Ryan is the largest state & local tax consulting firm of its kind in Texas with
offices throughout the state. Since our founding, we have built the most experienced
team of Texas tax professionals ever assembled. Our team includes John Sharp, former
Texas Comptroller of Public Accounts. We employ the former Texas Chief Administrative
Law Judge and the founding officer of Texas' Dispute Resolution Program. We also employ
dozens of other professionals with extensive Texas tax experience, from former administrative
law judges and tax auditors to chief appraisers and tax policy officials.
During the 75th Texas Legislative session, we organized an important coalition that protected
key parts of the Texas manufacturing exemption. Our Firm has implemented significant, favorable
tax policy changes, such as the creation of blanket refund assignment forms for Texas sales and
use tax. We have also played a key role in successfully opposing unfavorable tax policy initiatives,
such as the Texas Comptroller of Public Account's 1997 attempt to eliminate favorable interest offsets
for Texas taxpayers. Our practitioners co-wrote the Code of Ethics and Standards of Professional Conduct
currently used to regulate licensed property tax consultants in Texas. We played a key role in the
successful legislative and constitutional amendment effort that established the Texas
freeport exemption.
