Ryan & Company Hires Howard Spencer; Establishes U.S. Customs Duty Practice.
Dallas, Texas -- Ryan & Company, Inc., America’s largest independent state & local tax
consulting firm, today announced the addition of Howard Spencer as a Manager in its Atlanta office.
Spencer will serve to establish Ryan & Company’s United States Customs Duty Practice.
Spencer has experience in this industry and will assist this practice with customs duty drawback review,
audit defense, foreign trade zone consulting, and other import and export related tax services.

Prior to joining Ryan & Company, Spencer held various positions with the United States Customs Service
including: Senior Auditor, Chief Technical Instructor/Course Developer, and Field Audit Specialist.
Spencer authored sections of the Customs Recordkeeping Regulations and was responsible for writing and
coordinating the agency's responses to comments received from the Notice of Proposed Rulemaking (NPRM)
and has received an Exceptional Service Award from the Commissioner of the United States Customs Service
for his audit work.
