The Chicago Civic Federation recently released a definitive study of the
Illinois telecommunications tax structure (the "Study"). The Study
examines the history of telecom taxes in Illinois and a detailed description
of each type of tax and surcharge imposed upon telecom retailers and
the services they provide.

Update on Tax Relief for Property Used for Environmental Protection.
On October 23, 2001, the Texas Natural Resource Conservation Commission ("TNRCC")
convened a public hearing on proposed revisions to Regulations dealing
with tax relief for property used for environmental protection. The
proposed revisions implement House Bill 3121, passed by the 77th Legislature,
2001, which require the commission to adopt specific standards for
evaluating pollution control property use-determination applications
and to provide an appeals process.

Ohio Tax Commissioner Zaino Announces Ohio Tax Amnesty.
In a recent press release, Commissioner Thomas Zaino announced Ohio's plan
to offer a tax amnesty program. The program began on October 15, 2001
and will continue through January 15, 2002. This is a unique opportunity
for those who have known liabilities to achieve compliance without the
ramifications of penalties and a 50% reduction of interest.

Illinois Direct Pay Program.
Effective July 1, 2001, the Illinois Department of Revenue (the "Department")
has established a Direct Payment Program (the "Program") (Illinois House
Bill 3289, enacted into law as Public Act 92-0484). Under the new Program,
any taxpayer who has been issued a Direct Pay Permit is no longer required
to pay the applicable transaction tax (either the Retailers' Occupation
Tax or the Use Tax) to the retailer when purchasing tangible personal
property for use or consumption in Illinois.

Recent Appeals Court Decision Affects Mandatory Property Tax Renditions in Texas.
The issue of whether or not to file a rendition of personal property in Texas
is not new nor is it a simple one. Since the introduction of the Tax
Code as Senate Bill 621 during the 66th Legislative Regular Session
in 1979 there have been questions regarding the intent of the legislature
regarding the rendition of personal property.

Enterprise Zone Law Changes Reflect New Texas Economy.
At the close of the 77th Texas Legislative Session, Governor Rick Perry signed
into law
House
Bill 2686, with new updated tax incentives for Texas businesses.
These new incentives more than double the sales tax refund for job creation
and transformed the current franchise tax deduction to a franchise tax
credit taken below the line.
